KGDCL / BGDCL in Southeast Hall. North West Hall JGTDSL/SGFL/BGFCL.

All the companies have their head office in Dhaka and one of their Liajo offices is located in Petrocentre. But that office has a maximum of 02/03 posts where it is very impossible to be posted in a new position. Petrobangla may transfer any officer of Petrobangla or any of its subsidiary companies to Petrobangla or any of its subsidiary companies for work. It is usually done in the case of senior officers.

My personal opinion is that the most important thing to prioritize in determining the choice of organization is the opportunity to stay with or near the family or the opportunity to work in the controlling authority of this sector. The financial benefits and promotion should be prioritized. Priority will change from person to person.

Rank of Companies: AM DM M DGM GM MD (Titas Gas has slight variation GM Director MD, also has DMD post which is equivalent to GM and BAPEX has some posts related to Driller)
Currently, in Petrobangla, it takes 7 years for a promotion from AM to DM but new job regulations of Petrobangla will be finalized soon, and it will be 5 years.
For promotion from AM to DM in the companies it takes 4/3 years depending on the company as per the existing job regulations of the company. Uniform employment regulations for all companies are in progress due to differences. Also, to eliminate this disparity, recently an office order of Petrobangla has made it mandatory to comply with the conditions of Article No. 12 of the [Public Bodies and State-owned Institutions] (Pay and Allowances), Order 2015 in the case of promotion. Accordingly, the period for promotion from AM to DM is 5 years.
Promotion to the post of GM of the companies is given on the recommendation of the appointed committee of Petrobangla. Promotion to the post of AM DM M DGM is granted on the recommendation of the committee appointed at the company level.
GM of Petrobangla/companies get current charge of MD of the mass company or get a full charge of MD by getting promoted to Senior GM. Also, contract-based appointments are made to the said posts by companies.
The Director post of Petrobangla is appointed from the Ministry of Public Administration or the Senior GM gets the current responsibility. Contractual recruitment may also be done.
The timeliness of promotion in an organization depends on the availability of vacancies. Promotion is done in due course if there is a vacancy and all the qualifications of the officer are proper. Now the information of how many vacant posts exist in any organization is not available to anyone outside the respective organization.

Petrobangla Financial Facilities:
Basic Pay: Rs.23,100 (22,000+1 increment for 9th grade) for posts other than Assistant Manager (Engineering/Medical). Rs.24,260 (with 2 increments) for the post of Assistant Manager (Engineering/Medical). The equivalent post in BGFCL is 8th Grade-Basic Pay-Tk.23,000.

Rent: 55%/45%/40% of basic salary depending on location. Medical Allowance: 1500 Tk. Privileges: 5% of basic pay/. Besides there are some fringe benefits (on a monthly basis)-

Gas Convenience: Equivalent to a two-burner stove. In the case of Petrobangla that is +/- 2000 Tk.
Lunch Subsidy: Tk 50/100/200 daily depending on the institution based on attendance.

Washing allowance: 150 rupees only in companies!!

Family Medical Allowance: Rs.500 in companies. Petrobangla does not have it on a monthly basis. However, medical facilities/medicines of +/- 15000 rupees per annum are admissible.

Mining Allowance: BCMCL – 40% of basic pay and MGMCL – 30% of basic pay (Dhaka office employees will not get it).

Health Hazard Allowance: BCMCL and MGMCL – 10% of basic salary will not be available to those working in the Dhaka office).

Messing Charge (Field)+Remote Area Allowance: Applicable to concerned officers of BAPEX. Underground Allowance: Applicable to concerned officers of BCMCL and MGMCL. Marginal Benefit (Annual)-

Leave Allowance (LFA): 1 month basic pay and 7 days earned leave per year in companies.
Leisure and Entertainment Allowance: 1 month’s basic salary and 15 days’ earned leave for every three years in the case of Petrobangla.

Liveries: Rs 30,000-45,000 per company for the purchase of summer clothing every year and Rs 20,000-30,000 per company for the purchase of winter clothing every year.

Incentives: Subject to meeting the target of the Annual Performance Agreement signed by the self-organization, based on the marks obtained according to the marking category determined by the Ministry, the basic salary is equivalent to a maximum of 60 days at a proportional rate. That means that there is no such thing that all organizations will get 60 days of basic salary or 2 basic salaries every year. If the performance is bad, you will get proportionally less. But the good side is that the performance of this sector is always better. The maximum amount is determined by the ministry every year. Usually, it is equivalent to 60 days of basic pay. But a maximum of 30 days equivalent basic pay was fixed during the Covid period.

Ex-gratia/Phase Bonus/Well Bonus/APA Bonus etc.: Bonus is given at fixed rate of basic salary subject to the approval of the board of directors to encourage the employees for the various successes of the organization or for the works which have high future returns. It varies from institution to institution.

Main Financial Attraction of this Sector (only for Companies):
Profit Bonus/ W/BPPF: 5% of the company’s annual Profit Before Tax goes to 3 funds in the ratio of 80:10:10. Workers/Beneficiary Profit Participation Fund (80), Welfare Fund (10), and Bangladesh Workers’ Welfare Foundation Fund (10). Welfare Foundation Fund money for BLWF. The money of the Welfare Fund is spent by the Trustee constituted by the company in consultation with the appropriate authorities for the benefit of the officers and employees (this portion is also received by the officers and employees). BPPF (80) money is basically Profit Bonus. 2/3 of this amount is paid after AGM and Trustee invests 1/3. After 6 months that money is paid again with profit. The total amount is divided equally among all the permanent officers and employees. 10% is deducted as advance tax at the time of payment.

How much is a company’s Profit Bonus: It is very easy to know an approximate amount. The number of permanent manpower of the company is given at the beginning of the annual report and the amount of Profit Before Tax is at the end of the Financial Statement. Sometimes the amount of money allocated to the above funds is mentioned directly. Depending on the company, the amount of net receipt may be 1 to 8 lakhs and may not receive anything at all!

Provident Fund – GPF/Pension/CPF:
Pension or GPF (General Provident Fund)- Petrobangla / TGTDCL / BGFCL / SGFL / BAPEX. But it is good to know that GPF is independent of the organization’s own revenue. It is not National GPF. CPF (Contributory Provident Fund) is applicable to other companies.

Loans: Home Loan – Maximum 60 lakh to 30 lakh rupees depending on the institution. Like 60 lakhs in Petrobangla, 60 lakhs in SGCL etc. Minimum 5 years in Petrobangla, minimum 7 years in SGCL.
Car Loan – Available at BAPEX only. Operations ongoing at Petrobangla / TGTDCL. It is expected to be included in all companies gradually.
